Webinar: SVDG Talks, “Mission Outcomes per Dollar”
Recent policy recommendations outlined in the final report from the PPBE Reform Commission and the Reagan Institute’s NSIB Scorecard among others, illustrate the need to institutionalize data-driven, outcome-focused frameworks to guide government investment decisions in technology areas critical to national security.
In this SVDG webinar, expert panelists from government and industry discussed a recently-released memo from the Department of the Navy’s Chief Technology Officer that outlines such a framework and announces that the Navy - led by PEO Digital - will adopt the industry best practice. The World Class Alignment Metrics (WAM) framework provides a common measurement structure for improving investment decisions by linking technology outcomes to the mission outcomes they produce.
The decision to adopt the WAM Framework promises to enhance the Navy's ability to discern which types of technology investments yield significant mission impact returns, but also instantiates a much more transparent (and long-desired) signaling mechanism from the government, for industry and private capital alike.
